Closers is a cel-shaded anime action side scrolling RPG (sort of like Elsword) with persistent hubs (so technically still an MMO) and instanced dungeons developed by Naddic Games (South Korean based studio).
Personally, my preference for any current cel-shaded based RPG is still going to be Soul Worker Online.
