The Elin gunner will be arriving in an update on November 30th along with RK-9 Kennel (Hard mode) dungeon.
EME will be increasing the maximum number of characters on a server to 18 and will also be providing a free character slot ticket (one per account) as part of a login event. There will be also be a leveling event (probably similar to the one when the Valkyrie was unveiled back in April).
More details will be released in the coming weeks until the patch.
