Part of the responsibilities includes localization work for “China and other countries”. According to a previous roadmap, Smilegate’s priority was Korea first followed by China. After China, they would evaluate other regions.
The above is no guarantee there will be a global release outside of Asia though. Portions of the game client are already localized in terms of the user interface. This is completely separate from localizing the game content (stuff like quests, story/lore) which is a much longer process.
