Key point is the pre-download being available on February 7th at 9AM Pacific (5PM UTC), head start launch on February 8th at 9AM Pacific (5PM UTC) for Founders Pack purchasers, and the list of server names in each region.
Regarding the servers, this is really messy for the already split US region (US East and US West) where East will have 7 servers and West just 3. Basically, splitting the player population this way is pretty much a bad move knowing how quickly the depopulation ends up happening requiring the inevitable mergers. West is going to be disadvantaged from the start economy wise; things like dungeons and the auction house are not cross region either.
This is why many who reside closer to the west coast servers are still rolling on US East (also for guild related purposes). Oceania players (Australia, New Zealand) do not have their own region and will need to decide on two sub-optimal (for them) US regions. Server reset times (as well as events) will be region specific (thus something that players closer to US West need to factor in if they plan to roll on US East).
Amazon Games note they will spin up additional servers in each region if needed during launch (I presume the server list they have now is based on the billing addresses for Founders Pack preorders).
