It’s just an informational placeholder at this point as well as a community hub.  I’m pretty sure this is going to be a last ditch cash grab so they can recoup some of their investment.  The tip off will be in the packs they will likely be selling (or if it goes into some sort of gated early access).

The game world does have a very beautiful aesthetic similar to TERA and character designs/customization that are up there with ArcheAge and Black Desert Online.  The problem with the game was its combat (it used a lock-on system sort of like Riders of Icarus’ when using the non-action combat option; it’s not action combat like BDO or TERA) that suffered from non-network related delays and frame drops when it came to world boss content, underwhelming systems for character progression, and some additional technical issues likely related to server netcode that was geared towards South Korea’s high bandwidth/low latency infrastructure (in major cities).

The rebuild project is supposed to address some of the game play and game systems when it comes to character growth and progression.  I guess I am just cynical/jaded about Korean development studios at this point and it didn’t help this title has had false starts in the 7 years it has currently been in development.
