The drops from this happen to be world drops. Due to the 2000% legendary buff, it’s kind of hard to get a ballpark of the reward level though. What I did was compare the number of legendaries that drops from those chests versus resplendents, normal, and radiant. I’ve been playing mostly on T7 or T8 hardcore (depending on which has the shortest queue).
Radiant chests don’t have a very high chance since even with this buff, a legendary only drops occasionally. Normal and Resplendent give only one or two with this buff. The Diabolic chests drop over 5 consistently at T7 and T8. Without the buff, this will probably be least one guaranteed at T7+ (maybe 2 at T10).
If they leave it this way (as a world drop), guess what? This will be another split farming thing that will get abused to the max (everyone takes care of a boss and collects the chest loot after from the other acts, then do one together). I’d prefer they address the world drop issue and not nerf the drop chance of those chests.
