Looks like they are essentially rolling back accounts to their last save points before the exploits occurred instead of performing permanent bans for accounts that didn’t advertise it widely (anyone who streamed it for any significant period of time would likely be permanently banned though).
And most of those save points are before S3 began (thus some folks are losing their seasonal characters). For those who exploited on a non-seasonal character, they may get rolled back even further.
