D3 developer logic for ranged class difficulty

If ranged class, set proc rate to .95 for thunderstorm; if wizard using Mammoth Hydra, set proc rate to .95 for electrified:

Basically, almost every single elite pack is one or the other (happens on my non-seasonal wizard and my seasonal one).  Remember, this is the same team that tries to promote diverse usage of class skills and game play styles.  The same “standards” do not apply to monsters though and in this case where it’s constant thunderstorm, you have to either gear (pray to the RNG god) to mitigate it, or kite like crazy.
Electrified itself is problematic more so for melee in co-op when a skill is proccing it but Mammoth Hydra does the same for wizards even in solo play.  D3 devs – if player characters inadvertently proc too much, hotfix immediately; if monster does the same, ignore requests to address it.
